Not being able to find a job COULD POSSIBLY be the fault of the individual. (sorry to "yell" just trying to emphasize). Example, a person could be unreliable, depends upon illegal substances or other reason of a similar nature.
At the same time, our governments should not create circumstances that are not conducive to their citizens ability to provide food clothing and shelter for themselves plus a little extra to be charitable to those less fortunate and to be secure in the event of a disaster (naturual or man-caused).
